Is a home theater also a surround sound system?

First, is a surround sound system capable of connecting with a TV or my Xbox? I'm looking for a surround sound system for a cheap price. I have a flat screen 42 inch TV. I don't know if a home theater system is the same as a surround sound system. When I search for home theater systems it says nothing about surround sound in the description. When I search for surround sound, it doesn't say home theater.
