Would raves still happen if no drugs?

im a regular at raves official and illigal. there is alot of people on drugs probably over 75% but they dont really search very well but do occasionly bust someone is that just to make it look good? the big dance event companys like slamming vinyl must know drug taking is what people go to raves for and know without the drugs hardly anyone would go! so do you think they turn a blind eye to it? because if the club got raided it would bust a load of dealers and druggys!
